Can I start a traditional Indian massage establishment in Houston without a state license?

My friend was running an 'Ayurvedic Hospital' in India. He recently moved to Texas. He would like to know whether he can start a traditional (Indian traditional - Ayurvedic) hosptial in Texas. Is there any license required? How can he get licensed? He is ready to study in a massage therapy school if needed, but will it help him to start a traditional massage center. Will he able to prescribe traditional medicines to any body without license?

1. ... unless he is planning to do this in his own home then he WILL need a business license and i'm sure other requirements as well U of H have a business development center that can assist him in getting him started/setup for this type of service Also tell him to go to the local SCORE office
